I remember T having nursing strikes and I was totally bereft, I felt dumped! And uncomfortable, not a good look
This is the link to kellymom.com about babies that don’t want to breastfeed, I found it very helpful. They say that self weaning rarely happens before 18-24 months which is comforting.

Have you tried a nursing necklace? It might help focus her in the right direction which could be a start.
